Province Announces Positive Changes to Development Cost Charges

This is a major advocacy win for CHBA, following extensive engagement by CHBA BC and local associations like CHBA Central Interior. These long-sought changes to the Development Cost Charge (DCC) and Amenity Cost Charge (ACC) Installments Regulation will help ease upfront cost pressures, improve cash flow, and support housing delivery across the province.

Key Changes Include:

• Extended Payment Timeline:
  The installment period is now extended from 2 years to 4 years or until occupancy permit is granted—whichever comes first.
• New Payment Structure:
  • 25% due at subdivision approval or building permit issuance
  • 75% due at occupancy or after 4 years
• Surety Bond Option:
  Developers can now use an on-demand surety bond  instead of an irrevocable letter of credit to secure deferred payments.
• Expanded Eligible Charges:
  School Site Acquisition Charges are now included alongside DCCs and ACCs as eligible for installment payments.
• Effective Date: January 1, 2026
